30-BU basis only. This comparison uses the original priced rollout: 7 BUs in Year 1, 18 more in Year 2 and 5 more in Year 3. Any change to the BU count, activation schedule or scope requires separately confirmed repricing. No automatic changed-BU price is implied.

122 BU-years, not 150. Original annual fee: ₹31.5 lakh per BU in Years 1–3; a single 5% step to ₹33.075 lakh in Year 4, unchanged in Year 5. All uplift options retain this timing.

What the baseline already prices

₹19.0955 cr implementation + ₹39.375 cr subscription

Implementation includes ₹4.418 cr basic platform/customization and ₹14.6775 cr governance, delivery and integration resources. SIT/UAT, go-live training and 60-day Ahmedabad hypercare are included. Do not add these services again without a distinct scope delta.

Included hypercare: illustrative value, not an extra charge

One illustrative 60-day Ahmedabad team allocation has a ₹19.5 lakh included-value proxy: ₹16.25 lakh base team value plus a 20% illustrative planning reserve of ₹3.25 lakh. This is a memo within the existing proposal, not a discount, verified delivery cost or additional charge. The pricing totals above do not change.

Matches the workbook’s Pricing Discussion rows 96–125. Rate proxies come from Price Proposal C10, C8 and C7, not verified hypercare labor costs. Validate role fit, staffing, coverage and availability. Do not add this memo to proposal totals, apply another uplift, or count already-budgeted PM / coordinator time twice.

This is one allocation, not per BU or rollout wave. It does not price or commit 90 days, multiple waves, on-site work or 24×7 coverage. The workbook’s public rate-card references are directional only, with different roles, locations, working-day lengths and services; they are not Adani or India-specific hypercare quotations.

02 / Separate market comparison

SAFAL’s midpoint alongside modeled ranges.

A decision aid, not a matched-price ranking. The competitor envelopes combine low-confidence third-party recurring models with unsupported analyst service allowances.

Not vendor quotes or validated savings. No supplier has confirmed equivalent scope, usage allowances, architecture or activation-linked fees. Low/high are stress cases, not confidence intervals or hard bounds. Being inside or below an envelope does not establish competitiveness.

Five-year supplier/service envelopes · ₹ crore

Purple range = modeled low–high; dot = planning case. Green line = SAFAL +25% discussion amount. A common zero-based scale is used; these are not like-for-like offers.

Procol: quote required · JAGGAER: official public tariff exists, not directly equivalent; neither has an Adani-equivalent numeric range plotted.

Controls affect competitor models only; SAFAL’s 25% amount stays fixed. India adjustment defaults to zero: a hypothetical recurring-only reduction, not an observed country discount. Negative values increase recurring. Weights are arbitrary scenario preferences, not probabilities. Do not stack overlapping geographic, scope and negotiation credits.

Supplier · INR crLowPlanningHighIllustrative weighted blend

How the model is calculated

Five-year case = mature annual USDm × FX ÷ 10 × rollout factor × (1 − India adjustment/100) + assumed INR services

Within each vendor: weighted blend = (wL × Low + wP × Planning + wH × High) ÷ (wL + wP + wH)

Activation factor = (7 + 25 + 30 + 31.5 + 31.5) ÷ 30 = 4.166667. Full enterprise from Year 1 = 5.10; the 50% floor blends these equally. The 5% step applies in Years 4 and 5 only. Nominal, undiscounted figures.

Annual recurring USDm low / planning / high: Zycus 1.15 / 1.60 / 2.10; SAP Ariba 1.80 / 3.00 / 4.50; GEP 1.10 / 1.90 / 2.80. Planning points are analyst choices. They are enterprise proxies, not per-BU tariffs, and are not multiplied by 30.

Services: ₹15 / 25 / 40 cr, identical across vendors: core setup ₹5 / 8 / 12 cr plus rollout/integrations ₹10 / 17 / 28 cr. These are unsupported analyst stress assumptions, not observed competitor implementation prices. Default 25/50/25 weights blend services to ₹26.25 cr. Low recurring and low services are paired cases, not independent distributions.

FX: ₹96.57/USD, Federal Bank indicative TT SELL card dated 27 October 2026, 09:03:22. Not an RBI fixing, executable quote or five-year forecast; bank fees excluded.

Evidence quality and supplier-specific qualifications

  • Zycus: third-party global full-suite category assumes 1,000+ users and 25,000+ suppliers. Actual Adani volumes, AI allowances and bespoke-control support are not confirmed.
  • SAP Ariba: third-party source contains a 10× transaction-cost example error, weakening confidence. Official SAP material establishes product-specific metrics and custom quoting, not these amounts. Existing Ariba entitlements may change incremental licensing; no credit is assumed.
  • GEP: third-party source is ambiguous about implementation bundling. The added service allowance could overlap; written inclusion/exclusion confirmation is required.
  • Procol: official page asks for a custom quotation. No substantiated numeric tariff or Adani range is used.
  • JAGGAER: official G-Cloud 15 public tariff is useful primary evidence, but covers a different UK public-sector scope and commercial unit. Module choices, spend tiers, implementation and extras prevent direct equivalence to this Adani program. No INR conversion or invented five-year Adani total is shown.
03 / Conditions before commitment

Price only becomes meaningful with scope and cost boundaries.

Retained-system architecture

SAP/Ariba and Vikrix I2P remain in the architecture. The proposed overlay is not demonstrated to replace the full AP, invoicing and payment estate.

Detailed requirements span sourcing/contracts, supplier onboarding/AVL/VPE, intake, technical evaluation/TBER, estimation/GE, auctions/PCS/award, NFA, LOI/LOA, PR-to-PO controls, catalogues, category/inventory, governance, MDM/access, fraud, Opexpert/Capexpert and AI orchestration. Suite labels do not prove bespoke fit.

Delivery qualification remains essential

164 internal new-development items and 14 CLM Phase 2 items require explicit phase, delivery and acceptance treatment.

The internal register classifies 394 requirements: 96 available, 134 configurable and 164 new; Phase 1 has 309 and Phase 2 has 85. These are readiness classifications, not effort estimates or production acceptance evidence. Do not claim full S2P is complete or nothing is missing.

Unpriced is not zero. Figures exclude GST/other taxes, customer cloud/network/DR, retained backend fees, model and third-party API/data usage beyond any included allowance, customer internal effort, approved travel/expenses and unscoped exit/migration. “Cloud Hosting” in a resource role does not establish that infrastructure bills are included. These are supplier-fee envelopes, not complete buyer TCO.

Discussion and approval gates

  1. Hold the 30-BU priced basis: confirm business units, activation timing and exact scope before committing. Any change needs a separate priced impact assessment.
  2. Validate delivery: new-development and Phase 2 boundaries, interface ownership, migration, security/DR, capacity and support acceptance. Reconcile 60-day priced hypercare with any extended/24×7 requirement.
  3. Separate seller fees and buyer TCO: identify infrastructure, retained-system, model/API, internal delivery and transition costs consistently across bidders.
  4. Request matched written bids: modules, licensing meters/allowances, services, activation billing, enterprise floors, renewal caps, INR/FX terms and explicit exclusions.
  5. Approve the commercial choice: 25% is the suggested discussion midpoint, not a validated minimum margin, market benchmark or approved offer. Confirm proposal validity, milestones and acceptance terms.
